Full Mitigation Licences
If your development project is likely to impact bats or their roosts, a European Protected Species Mitigation Licence (EPSML) will be required before work can proceed. This licence is issued by Natural England (or the relevant governing body) and provides legal permission to carry out activities that would otherwise be an offence under UK law, such as:
- Damaging, destroying, or disturbing a bat roost
- Obstructing access to a roost
- Capturing, injuring, or killing bats
EPSMLs are only granted once strict criteria have been met, including comprehensive survey data, a clear justification for the impact on bats, and a detailed mitigation and compensation strategy.

Do I Need an EPSML?
Not all projects require a full mitigation licence. In some cases, if only small numbers of common bat species are present within a low-conservation-status roost, you may be eligible for a Bat Low Impact Class Licence (BLICL). This fast-tracked licence is approved within 10 working days and can offer a cost-effective alternative.
However, if your project involves:

✅ A significant number of bats
✅ A high-conservation-status species
✅ A hibernation roost
… then a full EPSML will be required.

How Long Does an EPSML Take?
The EPSML process can take longer than other licensing routes due to the level of detail required. Natural England typically takes 30+ working days to approve full applications, though this can vary depending on seasonal demand and project complexity.
