What is a Bat Low Impact Class Licence (BMCL)?

A Low Impact Bat Mitigation Class Licence (BMCL) is a streamlined licensing route for projects in England that impact small numbers of common bat species in low conservation significance roosts. This licence reduces application timeframes and simplifies mitigation requirements, making it a cost-effective and efficient solution for eligible projects.

Is My Project Eligible for a BMCL?

Your project may qualify for a Low Impact Bat Mitigation Class Licence if it meets the following criteria:

No more than three roosts are affected
✅ The roosts are of low conservation significance (e.g., day roosts, night roosts, feeding roosts, occasional roosts)
✅ Only common bat species are present in low numbers

Common species include:

  • Common Pipistrelle
  • Soprano Pipistrelle
  • Brown Long-Eared Bat
  • Whiskered Bat
  • Brandt’s Bat
  • Daubenton’s Bat
  • Natterer’s Bat

Natural England does not specify an exact number of bats that define “low numbers”, but standing guidance suggests that populations should not collectively exceed nine bats.

If your site does not meet these criteria, you may require a Full European Protected Species Mitigation Licence (EPSML) instead.
